Build & Test は main への push の時しか走らず、PR ではビルドもテストも確かめていなかった。
Dependabot の PR を自動でマージする時に、マージの前に通るのを待てるようにする。
ジョブは読み取りの権限だけで、スクリプトのテストも外部に出ない。
