Project `rnet` renamed to `wreq`

We're unifying the wreq ecosystem by standardizing all language bindings under a common prefix (e.g., wreq-python, wreq-node, wreq-ruby), similar to how Apache OpenDAL manages its bindings. Once the rename is complete, we'll cut the first stable release using the latest code across all platforms.
