Require the newly published whestbench 0.16.2 so uv sync installs the harness with the flopscope 0.12.3 floor and the streaming-prefix/MLP-geometry fixes. Keep flopscope>=0.12.3,<0.13.0 and refresh only whestbench in the PyPI-backed lockfile.

Update the dependency comments, FAQ's current harness version, timeout troubleshooting's minimum-version claim, and the Unreleased dependency entry. Historical version references remain dated by their original context.

Validation:

• Frozen sync, lock consistency, and Ruff passed; installed whestbench 0.16.2 / flopscope 0.12.3.
• Existing kit suite: 47 passed.
• Standard dependency comparison passed against the public whestbench v0.16.2 pyproject and this PR branch.
• Root estimator smoke reported width 1024 / depth 16. Both documented example measurements remained 86,639,616 and 51,709,240,799 FLOPs.
• git diff --check passed; no unrelated package updates or source overrides.

After merge, refresh whestbench's website/starterkit.lock.json with scripts/bump_starterkit_pin.py to publish these FAQ/troubleshooting updates in the hosted Participant Guide.
