Addresses issue #340 where a user in Canada was unclear if Rayhunter works with a Verizon SIM card and without a cell plan.

Changes to doc/faq.md:

  • Clarified that Rayhunter works without an active service plan (inactive SIM is sufficient)
  • Added explicit guidance for international users recommending local SIM cards
  • Explained why the Verizon SIM may not provide optimal results outside the US
  • Changed heading from "It Depends" to a clear "Yes, you can use Rayhunter without an active cell service plan."

### If I am located outside of the United States, should I use the SIM card that came with my device?

We recommend using a SIM card from a carrier from whichever country you are located in.
**Important for international users:** If you are located outside of the United States, we recommend using a SIM card from a carrier from whichever country you are located in. The Verizon SIM that comes with Orbic devices is intended for use in the US, and may not provide optimal results for detecting IMSI catchers in other countries. A local SIM card will ensure better detection of local carriers and cell site simulators in your region.

This paragraph is misleading, you cannot use that device at all outside the US. Swapping SIMs won't help

The orbic can be used in canada and most of south america successfully but your point stands that this paragraph should be modified.

Should we encourage people to just test with the no-nas heuristic?
