Cache signals (arch_hash, block-0 fingerprints, etc.) for many known base models so we can identify an undeclared parent by similarity search, not just verify a claimed one. Inspired by Cisco's model-provenance-kit's reference-DB approach.
Iced because: Milestone 1 only handles the "a claim exists, verify it" case. This is the harder "no claim, find the parent" case, and needs a real signal store/index before it's tractable.
