Prepare 1.10.0 release

[Staphylococcus]

Prepare the runtime and GTK GUI as version 1.10.0, keeping both Cargo manifests and the lockfile aligned. Record the final native Plasma acceptance after the KWin provisioner moved into Rust.

Validation:

• Both package manifests and the lockfile agree on 1.10.0; release promotion and manifest contract tests pass; diff checks pass.
• The installed candidate passed native Fedora 44 / Plasma 6.7.5 repair through the ordinary setup modal and KDE Polkit: local compilation, cache reuse, prebuilt reuse, fresh daemon verification and GUI admission. The real passive login service and cached GUI activation also passed. The only substituted boundary was the loopback TV.
• Source/build identities, installed hashes, results and limits are in the validation record. This is GNU debug source-candidate desktop acceptance; CI and the protected release workflow validate the official musl/GNU bundle.
• All 14 hosted CI checks passed on 18f414792655f671163e96d405f2800aa241b319, including the packaged GUI, pinned cross-version upgrade and supported-distro lanes: https://github.com/Staphylococcus/LG_Buddy/actions/runs/37342324882.

The product behavior was already merged into dev; this PR changes release identity and its validation record.
