Create and update mod-workflow internal QA.

Purpose

We need to break apart the giant Workflow QA.

Scope

• Break out the QA for parts only for mod-workflow.
  • Should focus on set up.
  • Should only focus on mod-workflow and not fw-cli or fw-registry.

Details

The goal is to break apart the Workflows QA such that it is not some giant QA.

The fw-cli, fw-registry, catalog_reports, mod-workflow, and mod-camunda should all have their own QA.
