ci: run PR checks and CodeQL only for the surfaces a PR touches - #519
Each check now runs only when a PR touches what it validates, and CodeQL analyzes only the languages a PR touches. On main, in the merge queue and in the release flow, the full suite still runs on the whole workspace.
Motivation & context
PR CI felt like it took about an hour. I measured it before changing anything:
PR Checks: median 8.5 min from start to finish over the last 87 runs (p90 9.1, max 15.3). Jobs wait almost no time for a runner. Summed across jobs, each push uses about 55–60 runner-minutes, which is likely where the "hour" figure comes from.
CodeQL default setup (the dynamic PR #N / Push on main runs) is the longest check on most PRs. Analyze (swift) autobuilds macos-app/ on a macOS runner in 11–14 min on every PR, even though only 4 of the last ~280 commits touched macos-app/. On main its autobuild hung for 55 min, and that CodeQL run took 67 min. Analyze (rust) takes about 10 min.
Before this change every PR ran every job on the whole workspace: Docker build, cargo audit, release build, Windows tests, all crates' tests, and so on. That happened even for docs-only changes or a change to a single crate.
No issue was filed for this; it was reported directly by a maintainer.

Tests / CI
What changed
scripts/ci-surfaces.sh (new) maps the files a PR changes to the CI surfaces they affect. It derives the crate graph from crates/*/Cargo.toml path dependencies, so a new crate needs no script edit. Each job runs only for the paths in its row, so a path no row lists (docs, README, infra/, other workflows) runs no PR Checks job. Within the Rust jobs, a change it can't attribute to specific crates widens to the whole workspace rather than narrowing:
Surface

crates/**, bootstrap-peers.json (compiled into gitlawb-node), root Cargo.toml/Cargo.lock, .cargo/, toolchain/fmt/clippy config
test / build --release crate scope
touched crates plus transitive reverse deps; bootstrap-peers.json counts as touching gitlawb-node, which embeds it with include_str! (gitlawb-core means all crates; icaptcha-client means icaptcha-client + gl). Root manifest/lock/.cargo changes, toolchain/fmt/clippy config, or an unknown crate dir mean --workspace (other jobs still follow their own rows)

everything, whole workspace
pr-checks.yml, codeql.yml, or ci-surfaces.sh (any other workflow edit runs only CodeQL actions)
pr-checks.yml: a new changed surfaces job. Each job now has needs: changes plus an if:, and the test, release-build and Windows jobs receive the scoped -p list. Non-pull_request events call --all. Blocking and non-blocking status is unchanged. If the changed surfaces job fails, the run is red, not silently skipped.
codeql.yml (new): an advanced-setup CodeQL workflow with the same per-language scoping. It runs every language on push to main, every Monday, and on manual dispatch. Categories are /language:<lang>, matching default setup, so existing alerts carry over. A 30-min timeout caps a hung Swift autobuild.
scripts/test-ci-surfaces.sh (new): fixture test pinning a must-not-skip case per row, crate fan-out/widening, --all, quoted names and rejection of newline-delimited input. PR Checks runs it before mapping, so a broken mapper turns the run red.
AGENTS.md: the CI bullet said every job runs on every PR. It now describes the scoping.
Some coverage now runs later rather than on every PR:
Docker smoke: a source-only Rust change is still compiled by build --release (stable) and MSRV (1.91, the image's toolchain). The Docker job itself still runs on every push to main.

All of the above pass locally on 888c4fd (37a0f60 changes only docs/comments; mapper output is byte-identical), and actionlint 1.7.7 is clean. 91adb5c changes only the mapper's bootstrap-peers.json row (now rust=true, -p gitlawb-node, plus its existing Docker trigger) and the script header; every other probe above is byte-identical. I also checked the diff step against a simulated test-merge commit on a base that had moved: HEAD^1..HEAD returns exactly the PR's files. e3aee00 feeds the mapper git diff -z output (read with read -r -d ''), so a path git would C-quote (non-ASCII, tab, quote, newline) still maps; newline-delimited input is rejected. Output for the last 43 commit ranges is byte-identical to the old pipeline. It also adds scripts/test-ci-surfaces.sh, run in the changed surfaces job on every event; it fails 86 checks against the 91adb5c mapper and passes on e3aee00. This PR edits pr-checks.yml, so its own PR Checks run is the full suite.

Notes for reviewers
Important
Maintainer action is needed before merge. Turn off CodeQL default setup (Settings → Code security → Code scanning → CodeQL analysis → switch to Advanced or disable). GitHub rejects advanced-setup uploads while default setup is on, so this PR's CodeQL workflow analyze steps will fail until it is switched. If you'd rather keep default setup, drop codeql.yml and the matching cases in ci-surfaces.sh. The PR Checks scoping does not depend on it.
A PR that skips a CodeQL language may show a "configuration not found" note on the CodeQL check for that language. That note is informational.
Not changed: release.yml, the scheduled audit, triage/stale, main-red-alert, caching, test code.
Out of scope, possible follow-ups: Docker layer caching for the smoke build (~8 min cold every time). The repo's Actions cache is at 17 GB against the 10 GB budget (each PR saves ~7 GB of rust-cache), which causes evictions and cold builds.
Pull request checks now focus on the affected areas and packages, while workspace-wide changes and main-branch or merge-queue runs trigger broader checks.
Code security analysis now targets languages changed in a pull request; scheduled, manual, and main-branch runs analyze all supported languages.
Documentation
Updated contributor guidance to explain which changes trigger checks and recommend running the full Rust test suite locally.
Every PR ran every PR Checks job on the whole workspace, and CodeQL default
setup analyzed every language, including a ~13 min macOS Swift autobuild
(55 min when it hung on main) for an 8-file macos-app/ that 4 of the last
~280 commits touched.
scripts/ci-surfaces.sh maps a PR's changed paths to the jobs that validate
them, and scopes cargo test / build --release to the touched crates plus
their transitive reverse dependencies (derived from crates/*/Cargo.toml).
Root Cargo.toml/Cargo.lock/.cargo, the CI wiring itself, and unknown crate
dirs widen to the full suite. Push to main, merge_group, and the release
flow's workflow_dispatch always run everything on the whole workspace.
codeql.yml replaces default setup with the same scoping per language and a
full analysis on push to main and weekly. It needs default setup disabled.

ci-surfaces.sh has two widening tiers. A root Cargo.toml/Cargo.lock/.cargo
change (or toolchain config, or an unknown crate dir) runs the Rust jobs on
--workspace, while the other jobs still follow their own inputs. Only the CI
wiring itself (pr-checks.yml, codeql.yml, ci-surfaces.sh) and non-PR events
run every surface. AGENTS.md and the script header described both tiers as
"everything" / "the full suite" and left "CI wiring" undefined, so an edit
to, say, release.yml read as if it ran the full PR Checks suite; it runs
none of those jobs and only CodeQL's Actions analysis.
Comment and docs only; the mapper's output is unchanged.
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
ci-surfaces.sh attributed Rust crates only by crates/<dir>/ paths, but
gitlawb-node also compiles in the repo-root bootstrap-peers.json through
include_str!. A PR that changed only that file therefore ran the Docker
smoke (docker build + --version, which embeds the JSON without parsing
it) and skipped cargo test, so embedded_seed_list_parses_successfully
("embedded bootstrap-peers.json must always parse") no longer guarded it.
Add a path -> crate table for files outside crates/ that a crate
compiles in, routed through the same check as crates/<dir>/ paths (an
unknown crate still widens to --workspace). bootstrap-peers.json now
yields rust=true with -p gitlawb-node and keeps its Docker trigger; every
other mapper output is unchanged.
The header also said anything the script cannot attribute precisely
widens the run. That holds only inside the Rust surface; a path no
surface lists (docs, README, infra/, other workflows) runs no PR Checks
job, as AGENTS.md says. Reword it to the two tiers the script implements.

What changed in this PR
This PR reduces unnecessary CI work by running PR checks and CodeQL analysis only for affected surfaces, while preserving full coverage on main and other configured non-PR events.
Changes:
Adds a shared path mapper that selects checks, CodeQL languages, and affected Rust crates plus their transitive dependents.
Gates PR Checks jobs and scopes test/build commands to affected packages.
Adds an advanced CodeQL workflow with language filtering and a 30-minute analysis timeout. Maintainers must disable default setup before merge.

The scoping design is sound and the mapper is right on everything I ran it against. Two asks before this merges, both about the mapper being the only thing that decides which checks run.
Findings
[P2] Feed the mapper NUL-delimited paths so a quoted filename cannot skip every job. scripts/ci-surfaces.sh:36
git prints a path containing non-ASCII, tab or double-quote characters in quotes, so the line starts with " and matches no case. On git 2.43.0 defaults, crates/gl/src/é.rs arrives as "crates/gl/src/\303\251.rs" and the mapper returns rust=false with an empty package list; tab and quote names do the same, while plain and space names map correctly. A PR whose only Rust change is such a file runs no Rust job. The feed is git diff --name-only --no-renames HEAD^1 HEAD in pr-checks.yml:70 and codeql.yml:55. Switch both to git diff -z --name-only --no-renames and read with read -r -d '' in the mapper. I ran that change: é, tab, quote and newline names all map correctly, empty input still maps to nothing, and --all is unchanged. core.quotePath=false alone only fixes the non-ASCII case. No tracked path needs quoting today, so nothing breaks yet.
[P2] Add a fixture test for the mapper and run it from CI. scripts/ci-surfaces.sh:1
Nothing in the diff exercises the mapper, and this PR cannot: its own edits map to --all, so the narrowing path first runs on a later PR. scripts/test-resolve-release-tag.sh is the in-tree precedent, run from pr-checks.yml, and CONTRIBUTING.md asks for tests on new behavior. Pin at least one must-not-skip case per row: a gitlawb-core change fans out to all six crates, an unknown crate dir widens to --workspace, bootstrap-peers.json gives -p gitlawb-node plus Docker, Cargo.lock sets audit, a docs-only change maps to nothing, and the quoted-path case from the first finding. List the test in the all=true row so editing it runs it.
The mapper read newline-delimited `git diff --name-only` output. In that
mode git C-quotes any path with non-ASCII, tab, double-quote or newline
characters, so crates/gl/src/é.rs arrived as "crates/gl/src/\303\251.rs",
matched no surface, and a PR whose only Rust change was such a file ran no
Rust job (Café.swift likewise skipped Swift CodeQL). Newline-delimited
input also cannot carry a path that contains a newline.
Both workflows now pass `git diff -z` output and the mapper reads it with
`read -r -d ''`; input that is not NUL-terminated is rejected (exit 2)
instead of being misread. Mapping output for every ASCII path is
unchanged (checked against the last 43 commit ranges).
scripts/test-ci-surfaces.sh pins one must-not-skip case per surface row,
the crate fan-out and widening rules, --all, the wiring rows, quoted
names, and rejection of newline-delimited input. PR Checks runs it in the
`changed surfaces` job before mapping, on every event, so a broken mapper
turns the run red rather than silently narrowing it.
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
@beardthelion thanks, both are addressed in e3aee00.
[P2] NUL-delimited paths. Done as you described. pr-checks.yml and codeql.yml write git diff -z --name-only --no-renames HEAD^1 HEAD to a file. They log it with tr '\0' '\n' so the run log stays readable, and pass the NUL stream to the mapper. The mapper reads it with read -r -d ''. It also fails closed: input that is not NUL-terminated (for example, a plain git diff --name-only piped by mistake) exits 2, and the run turns red instead of silently mapping to nothing. Output is byte-identical to the old pipeline for the last 43 commit ranges (40 on main plus this PR's three).
[P2] Fixture test. Added scripts/test-ci-surfaces.sh, following the test-resolve-release-tag.sh shape. It pins:
one must-not-skip trigger per row
gitlawb-core fanning out to all six crates (asserted as a superset, so adding a crate doesn't break it)
an unknown crate dir widening to --workspace
bootstrap-peers.json giving -p gitlawb-node plus Docker
Cargo.lock setting audit
docs-only and empty input mapping to nothing
the three wiring files and --all mapping to everything
é, tab, quote and newline names, plus Café.swift
rejection of newline-delimited input
It fails 86 checks against the 91adb5c mapper and passes on e3aee00.
One deviation from your ask: I didn't put the test in the all=true row. Instead it runs as the first step of the changed surfaces job on every event, before the mapper is used, so editing it already runs it. A test-only edit can't change any job's gating, so widening every job for it would only cost runner time. If the test fails, that job fails and the run is red. Happy to add it to the row if you'd still prefer that.
Separate from your review: this PR's CodeQL analyze jobs still fail with "advanced configurations cannot be processed when the default setup is enabled". That needs the repo-admin step in the PR description (switch CodeQL default setup off).
The reason will be displayed to describe this comment to others. Learn more.
Approving at e3aee00. Both asks from my last round landed.
Quoted names: both workflows now write git diff -z --name-only --no-renames to a file and feed the mapper from it, and the mapper reads NUL-terminated paths and rejects input that is not. I ran the real feed against it: é, tab, double-quote and newline names each map to the right crates (for example the é path to -p gl, the tab name in gitlawb-core to all six crates), README maps to nothing, and the old plain --name-only feed now exits 2 instead of silently skipping.
Test: scripts/test-ci-surfaces.sh passes and runs in the changes job on every PR. I broke the mapper one line at a time to check it bites: reading by newline, dropping the unterminated-input check, an unknown crate no longer widening, dropping the bootstrap-peers.json mapping, taking codeql.yml out of the wiring row, removing the gitlawb-core fan-out, and never setting the Windows flag each fail it with the matching message. Moving a consumer to workspace = true dependencies, which the mapper's path-dependency parsing would not see, also turns it red.
Two notes, neither blocking. scripts/test-ci-surfaces.sh is not in the all=true row in ci-surfaces.sh, which is harmless because the test runs unconditionally. And the four Analyze checks from the new codeql.yml stay red until CodeQL default setup is switched off in repo settings, which still has to happen before this merges.
@kevincodex1 this is ready for your merge, you will need to do manual steps in admin panel before this can be merged.
