Summary
FFmpeg doesn't guarantee that when requesting a I frame that it'll be an idr that includes on start, adding "idr_interval" or "forced_idr"(already added for nvenc) starts part of the enforcement and finally notify the encoder that its an idr with encoder_frame->flags
