CI does not run on release branches (branch-*)

PRs targeting release branches such as branch-54 get no build or test CI, and merges into them do not trigger the release build. ci.yml only triggers on pull_request to main, and release.yml only on push to main (plus tags). The only workflow that runs is RAT in dev.yml, which has no branch filter. For example, #1772 merged into branch-54 with no build or tests.
