Update governance docs if not up to date #17

Governance is up to date with actual project activities, including any meetings, elections, leadership, or approval processes.

I'm pretty sure we're up to date, but we also just talked about changing some things at the last community meeting. We need to make sure that, if we agree, the governance docs are updated.
