Document decision making

Document how the project makes decisions on leadership, contribution acceptance, requests to the CNCF, and changes to governance or project goals.

Optional, but I suggest doing it. Links to the community meeting notes, relevant issues with votes, etc.

The governance docs only talk about decision making when talking about "openness", voting, and changes to the Governance AFAICT.

Communication and decision-making happens in the open and is discoverable for future reference.

I wonder if it would be beneficial as the project matures to move to something more central so it can be tracked easier like a RFCs repo?
