ci: drop actionlint and rely on zizmor - #113

zizmor is the workflow linter. actionlint (last release v1.7.12, 2026-03-30) rejects GitHub's $/ self-repository uses: syntax, which zizmor's self-repository audit requires (rhysd/actionlint#711), so remove its pre-commit hook, as chorrell/workflows did.
