Creating a VPK from a folder while being inside said folder (i.e the current directory) results in the created VPK having the first letter of its root items cutoff. This does not occur when you are in the parent directory and select the same folder.
An example of what happens is that "materials", "models", and "mod.json" folders and file get the first letter cutoff, resulting in "aterials", "odels", and "od.json"

To Reproduce
File -> Create From Folder -> VPK
Set any of the settings to anything
Go inside the folder you want to turn into a VPK, and make sure the current directory is what is being used
Save it somewhere nice
Open it, and observe that the first letter has been cut off for each root folder/file item
