Description

Moves odc onto ci-infrastructure, as eckit, eccodes and metkit are. All upstreams (ecbuild, stack-dependencies, eckit) carry a manifest already.

Packages

  • odc: the C++ library, built without Fortran. Nine runner legs as metkit (ubuntu 24.04 clang18/gcc13, ubuntu 26.04 gcc15, rocky 8/9/10, debian 11/12/13) and two HPC legs (gcc/old, gcc 15.2.0) behind run-hpc-ci. Intel and NVIDIA HPC legs are one include block each once the GNU ones are green.
  • odc-fortran: the Fortran interface as a package of its own, on the eccodes-fortran pattern: named by the Fortran compiler too, one gcc13/gfortran13 leg, and the one recipe switches ENABLE_FORTRAN on when it builds this package.
  • odc-rust: the Rust bindings checked in system mode against the odc and eckit artifacts; publishes nothing.

Workflows

  • ci.yml: ci-approval, pre-commit, resolve + wait-build, build, rust, fortran, build-hpc, collect results.
  • old_CI.yml: the previous ci.yml, run after CI on pushes to develop and master with ci_group: only-self, until it retires together with .github/ci-config.yml, ci-hpc-config.yml and .cmake-options.

Can you also add the run-hpc-ci label, so that the hpc legs are tested.

(I created the necessary labels)
