Downgrade nvidia-open-610 to nvidia-open-595 and disable the multiverse repo to avoid repo instabilities.

I will try a build without the pins, to see if that's wrong or if the Ubuntu mirrors are just bad

The branch has both version revert and pin removed, can you not keep the version 610 but only remove (or fix) the pins?

Or, perhaps keep everything, just avoid specifying the version in the package name? Instead of xxx-610-xxx isn't there a versionless package name like just nvidia-drivers?

hmm, i wonder if the pinning file should also allow dependencies, is it maybe blocking literally everything else except the nvidia/broadcom packages?

The pin wasn't the issue, the repo for arm64 is probably just not yet updated...
