Zero test infra existed for pkg/epinio before this. Adds a Jest + @vue/vue3-jest + @vue/test-utils pipeline as explicit devDependencies (not inherited from @rancher/shell), wires a yarn test script, and adds a test job to dashboard-test.yaml so it runs on every PR. - jest.config.js: .vue/.ts/.js transforms, @shell/* alias mapped for tests - removed a dead transform-require-context babel plugin reference (package doesn't exist on npm, nothing in pkg/epinio uses require.context) - first real test: utils/table-formatters, moved into a folder with an index.ts barrel to match trailhand-ui's layout - docs/dashboard/TESTING_PLAN.md: scoping doc for the full test suite rollout
