Adopt terminal Markdown in TypeScript recipes

Summary

• opt Streaming Chat and the TypeScript permissions-aware retrieval variant into the shared terminal-markdown framework feature
• generate each standalone src/output.ts from the framework-owned TypeScript runtime
• preserve raw incremental Chat deltas for pipes while buffering complete terminal documents for marked-terminal
• keep citations and retrieval sources in their recipe-owned callers
• update package dependencies, locks, recipe instructions, and integration tests

• Depends on Add reusable recipe framework features #114, which introduces recipe framework features and the terminal-Markdown contracts.
• The Python recipe adoption follows in Adopt terminal Markdown in Python recipes #116.

Validation

• Streaming Chat integration tests, ESLint, and TypeScript
• Permissions-aware retrieval TypeScript lint and typecheck
• pnpm framework-features:check
• generated-copy byte identity for both TypeScript consumers
• registry, artifact, formatting, snippet, install-policy, command, question, MDX, and full root checks

No credentialed live Glean calls were run; output and streaming behavior are covered by centralized contracts and deterministic recipe integration tests.
