Cache google-cloud-php/dev/vendor and the Python site-packages directory alongside ~/.cache/librarian in the PHP workflow so that librarian install can be skipped on cache hits. Also add a restore-keys fallback, shallow clone google-cloud-php for sparse checkouts, and pass -v to librarian install to stream tool installation output on cache misses. For googleapis#7862
