I don't see this version as a release in the repo, nor is it full semver.

no this is a quirk of my initial release process. you can see at https://github.com/bmuenzenmeyer/pr-age-gate/tags that v1 was cut first when publishing was being setup, and dependabot eagerly thinks it is is next. 
i will probably delete it. |
