CI: Update Github Actions workflows

Description

Updates Github Actions workflows with current 3rd party actions commit hashes and updates platform support.

Motivation and Context

Updates the workflows in preparation for new Homebrew formulas which will need to meet updated requirements of Homebrew itself as well as its CI toolchain.

How Has This Been Tested?

Workflows have been tested in separate Hombrew custom tap.

Types of changes

• Code cleanup (non-breaking change which makes code smaller or more readable)
