Inconsistent dock toolbar spacing before theme change

Expected Behavior

I'm expecting the visual height of the dock toolbars to be consistent for a given Appearance font size and density setting. Right now changing to a setting and then changing it back results in a different visual layout.

Current Behavior

Visual layout of the dock toolbars is different before and after making a change to the appearance settings.
Starting with font 10 and density Normal:

• When OBS is started, the toolbar height is 32 pixels
• After change either font size or density, and then changing back to 10 / Normal, the toolbar height is 30 pixels
• After closing OBS and reopening, height is back to 32 pixels.

Steps to Reproduce

1. Start OBS, Go to Settings->Appearance, Choose font 10, density normal
2. Close OBS
3. Start OBS and screenshot the docks
4. Go to Settings->Appearance and choose any other font/density combination and save
5. Go to Settings->Appearance again and go back to font 10, density normal
6. Screenshot the docks again.
7. Compare the two screenshots. They should be identical but they are not

I've reproduced this on MacOS and Windows

Anything else we should know?

I discovered this issue when trying to make a plugin dock match the stock OBS docks exactly. I've not attempted to root cause this yet.

Some more evidence: The screenshots also show a small 1px gap above and below the toolbar spacer in the before picture (OBS at startup), which is not in the after picture.
