ci: bound every job in pull-request workflows with timeout-minutes - #28784
Every CI job can have a time limit. A job without one gets GitHub's default of six hours. Twenty jobs in workflows that pull requests trigger had no limit, so one stuck download could leave a PR's checks spinning for six hours. This gives each of them a limit a few times longer than it normally takes, and adds a test so a new job can't be added without one.
What Changed
Before: 20 jobs had no timeout-minutes, so a hang lasted until GitHub's 360-minute default. Seven of them feed the aggregate PR checks passed gate, which waits for all of them.
After: each job has a limit (table below). A hung job now fails within minutes, the gate reports the failure, and the job can be re-run.
New test:config/scripts/ci-pull-request-job-timeouts.test.mjs reads every workflow triggered by pull_request or pull_request_target. It also follows the local reusable workflows those call, because a calling job can't set timeout-minutes, so the called workflow's jobs have to. It fails if any job has no limit below 360 minutes. It also fails if an ubuntu-slim job asks for more than 15 minutes, because GitHub ends single-CPU jobs at 15 minutes and a higher number would never take effect. It runs in the existing unit test job, since config/scripts/**/*.test.mjs is already in the unit test file list.
Unchanged: the diff only adds timeout-minutes lines. No job names, needs, if: conditions or steps changed. The gate's script still requires success from every job that should run and skipped from every job that shouldn't, so a job that hits its limit fails the gate. shell_contracts, package and package_windows already work this way with their existing limits.
Each run time is the job's start to finish across recent successful runs, from the GitHub API:

Why
Details are in #28773. The repo already explains the hazard in the comment on shell_contracts' limit: a hang holds the run open for six hours and blocks gh run rerun --failed.
Sizing: every limit is about three times the slowest run I measured, or more. The goal is to end hangs, not to enforce speed, so jobs that download packages or build on a cache miss get extra room. When its cache is evicted, git_compatibility compiles Git 2.25.5 from source. Several pr.yml jobs only run when their paths change, so some had just one or two samples. The nightly computer-use jobs (linux 30, windows 45) are the loosest, and I'm happy to tighten them.
The ubuntu-slim jobs: GitHub already stopped these two at 15 minutes. They get explicit limits so the test can require one on every job. An earlier draft gave comparison 20 minutes, which could never apply on that runner. It's now 10, and the test's ubuntu-slim check catches that mistake.
Alternatives considered:
Step-level timeout on the network commands, like shell_contracts' timeout 120 apt-get update: this only covers the commands someone thought of. A job limit also catches hangs inside an action's own download.
One generous limit everywhere, such as 60 minutes: simpler, but a hung one-minute job would still hold the gate for an hour.
Bounding only the seven jobs in the gate: the other jobs still hold their own checks open, and without a rule that covers every job, new ones would keep arriving without a limit.
N/A. This changes CI configuration and a config test only; there's no UI or app behavior change.
Testing
On this branch alone (cut from main at 3879c6d): oxlint, oxfmt --check are clean, and vitest on the branch's changed and neighbouring test files passes (1 files, 3 tests).
New test:ci-pull-request-job-timeouts.test.mjs and the existing pr-workflow-parallelism.test.mjs pass (5 tests). Against main's workflows, the new test fails and lists the 20 jobs. I also checked separately by parsing the workflows at main and on this branch: 20 unbounded jobs before, 0 after.
Workflow tests: the 16 other config/scripts tests that parse the edited workflows, such as pr-preflight-gates, pr-e2e-gate-contract and ci-native-cache, pass (469 tests).
Lint and format:oxlint and oxfmt --check are clean on the new test. Every edited workflow parses as YAML. The repo has no actionlint.
This PR's own run exercises the changed checks: editing pr.yml makes the path classifier (config/scripts/pr-code-change-scope.mjs:49) force every pr.yml check, so all seven newly bounded gate jobs run here. Each other edited workflow lists its own file in its paths filter, so Mobile verify, Cloud Verify, the computer-use native smokes, the skill round-trip matrix and the release JavaScript comparison also run. pr.yml calls selection_evidence on every PR. Three jobs can't run on a pull request at all: mobile.ymlmain-tests (push to main only) and the nightly computer-use linux and windows jobs. The new test still checks their limits.
Docs read: GitHub's workflow syntax for timeout-minutes (360-minute default; a job that calls a reusable workflow can't set it) and GitHub-hosted runners (single-CPU jobs end at 15 minutes).
Not run locally: the full pnpm lint, pnpm typecheck and pnpm build. No TypeScript changed. The limits themselves only take effect on GitHub's runners.

The pull-request workflow now runs a checker that scans pull-request workflows, follows local reusable workflows, and reports jobs with missing or invalid timeout limits. The checker also enforces a 15-minute limit for numeric timeouts on ubuntu-slim jobs. Multiple workflow jobs now have explicit timeout limits. Tests cover timeout-check results and the checker’s workflow configuration.

Merge Risk: Low · up to 9deac
The new CI timeout check can miss excessive limits on expression-based jobs. Current cited limits are within bounds, so this is mergeable with owner awareness and a follow-up to close both checker gaps.

Check expression values before accepting a timeout.
A job with timeout-minutes: ${{ 400 }} passes bounded, although its limit is not below 360 minutes. An ubuntu-slim job with an expression that resolves to 20 also passes the separate cap check. Restrict expressions to reviewed, bounded inputs, or test every supported expression branch against both limits. GitHub supports expression-based timeout values. (docs.github.com)
Thanks for this, @zanmlakar. The branch was 4,100 commits behind with conflicts, so I've carried it over in #36503: your commit rebased onto main (you stay the author), plus one on top bounding the three jobs main added since and giving two tight limits more room. Your test is unchanged.
…ut-minutes
Sized from recent run times: containers 1.2 min max, mac-native-owner-smoke 5.5,
contract 1.2. Secret scan (1.8 max) and mobile_web_app (5.4 max) get roomier limits.
…overed
A PR that changes only mobile.yml or cloud-verify.yml skips the root unit
shards, so the timeout test never ran for it. Run the check from code_paths,
which runs on every PR, as check-required-pr-context already does.
Rebased this onto current main and folded in the follow-up that was drafted in #36503, so it can land here with your commit kept as the first one.
What changed on top of your commit:
The jobs main added since then now have limits too: cloud-verifycontainers, computer-task-benchmarkcontract, and computer-macos-nativemac-native-owner-smoke (a macOS runner, so a hang there costs the most). unit-selection-evidence now picks its runner by input, so its limit is 10 minutes. That stays under the 15-minute cap on ubuntu-slim.
The check now lives in .github/scripts/check-pull-request-job-timeouts.mjs and runs in code_paths on every PR. Before, a PR that touched only mobile.yml or cloud-*.yml skipped the unit shards, so it skipped the check too. Your test still covers the check.
How the limits were sized, from the last ~120 completed runs of each workflow: the slowest successful runs were preflight 4.7 min, mobile_web_app 4.2, cross-version-wire 4.8, git_compatibility 1.9, Mobile verify/main 6.0/5.7, cloud test 6.3, mac-native-owner-smoke 6.2, and benchmark comparison 3.9. Every limit is at least about 3x the slowest run, so normal runs won't be cancelled. No sampled run hung, but #15532 shows a stalled apt mirror can wedge a job for the full 6-hour default.
Validation: the timeout check passes on every PR-triggered workflow, ci-pull-request-job-timeouts.test.mjs passes, and actionlint reports nothing new compared with main.

Check the ubuntu-slim branch of expression-based runners.
For non-draft code changes, unit-plan.yml selects ubuntu-slim. If its timeout changes from 5 to 20 minutes, the checker accepts it, but GitHub can stop the job after 15 minutes. Check the possible runner values before applying the 15-minute rule, and add that case to the test.
