fix: support Angular Signal Forms

Summary

• initialize the picker before processing ControlValueAccessor writes from Angular Signal Forms
• prevent value-change emissions during writeValue and notify the forms API when validators change
• add a Signal Forms regression test and release notes for 22.1.0

Verification

• npx ng build ng2-date-picker --configuration development
• npx ng test ng2-date-picker --watch=false --browsers=ChromeHeadless --no-progress (67 passed)
• npx playwright test (69 passed; executed against the installed system Chrome on an isolated port because the bundled Playwright browser cache was incomplete)
