Add DecodeOptions with an optional crop rectangle, and Decoder::next_image_with_options() / nth_image_with_options(). next_image() and nth_image() call them with the default options. Region decoding (a crop rectangle) is not implemented yet and returns AvifError::NotImplemented. Bug: 578636390 PiperOrigin-RevId: 1010850507
