feat(gemini): last-good disk-cache fallback for usage limits - #996
Second item of #941 (Gemini), following #985 (Cursor). The remaining providers (Kimi/Kiro/Grok/Copilot/Devin) will follow as separate per-provider PRs.
What
Gemini's usage-limits card previously flashed "fetch failed" (or blanked) on any timeout / 5xx on the cloudcode-pa.googleapis.com loadCodeAssist / retrieveUserQuota routes — routinely degraded on GFW-affected routes — until the next 2-minute poll succeeded. Now every successful live read is persisted to disk, and a failed poll serves the last-good windows with stale: true + original cached_at — both UIs already render that provenance, no UI change.
Own cache file ~/.tokentracker/tracker/gemini-usage-limits-cache.json (never shared), atomic tmp+rename+0600 write, mirroring the Cursor / Codex / OpenCode Go caches.
Red lines kept
Auth errors punch through the cache — the token-refresh 401, the quota endpoint 401, and the missing-credentials path all surface the unchanged "Not logged in to Gemini" message flagged AUTH_EXPIRED / auth_error: true, and the assembly never covers them with stale cache (opencode-go precedent).
Unsupported auth modes punch through too — selectedTypeapi-key / vertex-ai is a stable, actionable configuration state: the OAuth quota RPC can never succeed there, and stale OAuth-era bars would mislead. Surfaced as before, never hidden behind cache.
No rolled-over resets — cached windows whose reset_at has already passed (the Code Assist bucket's own resetTime) are dropped and never served as current. Windows without a reset stamp are bounded by the next gate.
Bounded staleness — whole entries expire after 7 days (GEMINI_LIMITS_CACHE_MAX_AGE_MS, codex precedent).
Identity partition — the entry is stamped with the Google account email decoded from the local id_token JWT (non-secret, and the same id the payload already surfaces as account_email; zcode login-identity precedent). Reads require stored identity == current identity; writes without an identity are refused. GEMINI_HOME can relocate the credential lookup, but the cache stays keyed by account — an account switch therefore surfaces the live error instead of another account's bars.
Implementation notes
fetchGeminiLimits now returns an internal cache_identity (and auth_error: true on the punch-through paths); both are stripped in the aggregate before the payload is served — payload shape unchanged.
The JWT claims are decoded before the network work (decode cannot throw), so the failure path still knows who we serve for — including when the outer provider-timeout race wins (the most common failure mode this cache exists for) and the slot's error object has lost the fetcher's identity field; the failure-only path re-derives it from the still-local oauth_creds.json (resolveGeminiCacheIdentity).
A hung token refresh is not an auth error — the outer timeout kills it and the stale fallback still lands; only a confirmed refresh failure (non-ok token response) is actionable re-login.
The disk write sits behind the same cache-generation check as Cursor/OpenCode Go, so an in-flight fetch orphaned by a credential invalidation cannot repopulate the disk cache.
Shared-helper extraction remains out of scope per the issue's agreed sequencing (per-provider direct ports first; refactor once the remaining ports land).
Incidental refactor: the three identical "Not logged in to Gemini…" literals now share one GEMINI_NOT_LOGGED_IN_MESSAGE constant so the punch-through detection and the user-facing text cannot drift.
Tests
New test/gemini-limits-cache-fallback.test.js — 7 aggregate-level pinning tests through getUsageLimits:
live read stamps stale:false/cached_at, writes the identity-stamped disk entry (on-disk schema pinned), later failure serves it stale with provenance.source: "disk-cache" and preserved cached_at;
401 session-expiry is never hidden behind the on-disk cache; internal markers never reach the payload;
provider-timeout race still lands the stale fallback (identity re-derivation path);
account switch refuses the previous account's cached entry;
seeded window with passed reset_at is dropped;
seeded entry beyond the 7-day max-age is ignored;
api-key auth-mode switch is never hidden behind the on-disk cache.
The fixture builds a real Gemini CLI login state (settings.json + oauth_creds.json with a future expiry_date) under env.GEMINI_HOME pinned inside the temp home — the same env the fetch side receives — so a host's own GEMINI_HOME can never leak into the test (nor the test into the host), avoiding the XDG-style redirect trap from #985's CI rounds. No sqlite needed here: the identity source is the plain-JSON credentials file read through the production loader.
Local: full root suite green apart from the four documented worktree load-flakes (account-view slow-read, installer needing dashboard:build artifacts, device-token-cache hang, serve duplicate-entry), each verified green in isolation; targeted: usage-limits family 273 pass + new 7.
Summary by CodeRabbit
New Features
Gemini usage limits can show recently cached quota data when a temporary provider error or timeout prevents a fresh check. Cached data is limited to seven days, applies only to the matching account, and is shown only while quota windows remain active.
Cache fallback is unavailable after authentication failures, when using API-key or Vertex AI authentication, or when the account changes during a request.
Persist the last successful Gemini windows (cloudcode-pa.googleapis.com
quota RPCs) so a transient timeout/5xx on the routinely degraded
GFW-affected routes serves stale bars with stale/cached_at provenance
instead of a flashing "fetch failed".
- Atomic tmp+rename+0600 write to gemini-usage-limits-cache.json,
mirroring the Cursor/Codex/OpenCode Go caches
- Session-expiry errors punch through the cache: the refresh-401, quota
401, and missing-credentials paths throw/flag with AUTH_EXPIRED /
auth_error (opencode-go precedent, message text unchanged)
- The unsupported api-key / vertex-ai auth modes also punch through:
the quota RPC can never succeed there and stale OAuth-era bars would
mislead
- Cached windows whose reset_at has passed are dropped; whole entries
expire after 7 days (codex max-age precedent)
- Entries are partitioned by the Google account email decoded from the
local id_token JWT (non-secret, the same id the payload already
surfaces as account_email; zcode login-identity precedent), so an
account switch never serves another account's bars
- Internal cache_identity/auth_error markers are stripped before the
payload is served; UI unchanged (both ends already render stale)

Walkthrough
Gemini usage limits now persist successful quota reads in an account-partitioned disk cache. Eligible cached windows can be returned after provider failures if the cache is no more than seven days old and the windows have not reset. Authentication and unsupported-auth failures bypass stale fallback.

Summary
Gemini authentication and cache identity src/lib/usage-limits.js
Gemini refresh and quota authentication failures receive a shared error and internal auth marker. Cache identity uses the account email decoded from the local ID token.
Cache reads and writes require an account identity. Reads reject invalid timestamps, snapshots older than seven days, and windows with reset times at or before now.
Aggregate fallback and scenario coverage src/lib/usage-limits.js, test/gemini-limits-cache-fallback.test.js
The aggregate stores successful quota results and uses matching cached windows after eligible failures. Tests cover persistence, stale fallback, age and reset limits, authentication failures, and account or auth-mode changes.

Merge Risk: Low · up to 7b196
The fallback is mergeable with awareness of two narrow stale-data limitations: project changes can retain the previous project's quota, and resets during a failed request can leave an expired window visible. Correcting project matching and sampling the clock at cache-read time would remove these limitations.

…t round-1)
- Token refresh: only confirmed credential failures (invalid_grant 400,
invalid_client 401/403) are marked AUTH_EXPIRED; a transient 429/5xx
from the token endpoint stays cache-eligible so the stale fallback
still lands
- Quota endpoint: 403 PERMISSION_DENIED (seen for Enterprise accounts,
gemini-cli#25512) punches through the cache like 401, displayed
message unchanged
- Failure path: always re-derive the cache identity from the CURRENT
local credentials instead of trusting the fetcher's snapshot field —
a request may have started under an account that has since switched
away, and the read's identity gate must judge against who we serve
for now
- Failure path: revalidate the auth mode before reading the cache — a
mid-flight switch to api-key/vertex-ai never reached the punch-through
branch, but stale OAuth-era bars would still mislead
- Success path: refuse the disk write when the snapshot's identity no
longer matches the current credentials, so a late in-flight fetch
cannot clobber the switched account's last-good entry
Five new pinning tests reproduce each race with mid-flight fixture
mutations (settings/credentials flipped inside the quota callback);
suite now 12.
Needs rebase onto current main: #991 (Kimi) and #1003 (Grok) both landed in src/lib/usage-limits.js, so this branch now conflicts. Please rebase and keep both already-merged helpers/assemblies. Happy to re-review once CI is green on the rebased tip — same #941 contract as before.
Return a status-specific message for non-credential token refresh failures.
Token refresh responses other than 400, 401, and 403 still throw the re-login message. With no usable cache entry, the Gemini card shows that text for a transient outage such as a 503. Use the Gemini API error: HTTP ${res.status} message for these responses, as the quota path already does.

Update the token refresh error handling that uses GEMINI_NOT_LOGGED_IN_MESSAGE
so only 400, 401, and 403 responses return the re-login message; for other
non-success statuses, return the status-specific Gemini API error message using
res.status, consistent with the quota path.
Return the auth-mode error after a mid-flight api-key or Vertex switch.
Return the auth-mode error after a mid-flight api-key or Vertex switch.
When the auth mode changes during a failed quota request, the else branch returns the HTTP 500 error. The aggregate caches that result for up to 2 minutes, so the card hides the unsupported-auth message until the cache expires.

Review comment at @src/lib/usage-limits.js around lines 5294 - 5295:
Update the auth-mode handling around selectedType and geminiWithCache so a quota
request that fails after switching to api-key or vertex-ai returns the
unsupported-auth error instead of the HTTP 500 result from the else branch.
Preserve the existing behavior for other auth modes.
The Gemini suite covers the stale-cache bypass for HTTP 401 but not for HTTP 403. Production already sets AUTH_EXPIRED for HTTP 403, so the cache is bypassed for that case. A change that removes only that marker would not fail any Gemini test. Add a 403 case beside the 401 case so this permission-denied behavior stays protected.

Add a Gemini HTTP 403 stale-cache bypass test beside the existing HTTP 401 case
in the relevant test suite. Populate the cache with a successful quota response,
then verify that a 403 response returns the permission-denied error without
stale data or the internal auth marker; reset the cache and remove the temporary
home in cleanup.
Key the Gemini last-good cache by project as well as account.
A failed poll after a Code Assist project change serves the previous project's windows and plan, marked stale: true. The cache identity is only the account email, and the stored entry has no project ID to compare. Store the project ID with each entry and require a match on read.

Gate the Gemini success snapshot on the current account before it is returned or cached.
When the Gemini account changes during a request, the success branch still returns the old account's windows and email. getUsageLimits then caches the whole aggregate for the selection until its expiry. Discard or re-derive mismatched snapshots before they reach the aggregate and the in-memory cache.

Read the Gemini cache with the current time, not the fetch-start time.
The fallback reads the cache with nowMs, which is sampled before the provider attempt. A window that resets during a slow failed request still passes the reset check, so the poll returns it as stale. Sample the clock when the read runs.
